The Traditional Affairs and Culture Committee preserves local heritage, maintains customary integrity, and strengthens community governance under the overarching mandate of safety, security, and justice.

Key Initiatives & Governance

Legal Recognition: Advancing the formal recognition of the Gcingca Royal Family House under the Khoi-San Traditional Leadership Act, 2019.
Ikomkhulu (Great Place) Awareness: Community education on the history, role, and significance of traditional administration and the Great Place.
Inter-Institutional Cooperation (Inqila): Strengthening governance, land allocation oversight, and dispute resolution between the Royal Family House, Chiefs, Headmen, Sub-Headmen, Tribal Authorities (Inqila), and Municipalities.

Safe Customary Initiation: Enforcing customary initiation legislation under the banner “Mabaye Bephila, Babuye Bephila” (Go in safety, return in health), including principal vetting, caregiver certification, and dedicated community safety measures.
Moral Regeneration & Ubuntu: Promoting ethical standards, unity, and shared human values to restore integrity, combat social challenges, and uphold community DNA.

Commercial Development

The Business Committee drives economic transformation by connecting local resources with external investors, venture capitalists, and municipal infrastructure frameworks. Commercial initiatives prioritize local labor absorption, local procurement, entrepreneurship, and sustainable community benefits.

Commercial Retail Center: Assessment of a proposed 6,000 $\text{m}^2$ development featuring 18+ retail stores, banking services, and a community clinic facility.
Energy & Commercial Expansion: Collaboration with enterprise partners like MES Mesh Energy to explore fuel station franchises, convenience stores, and commercial sites.
Traffic Density Analysis: Execution of a four-week traffic count to establish vehicle volume, accessibility, road requirements, and commercial viability for proposed developments.
Special Purpose Vehicles (SPVs): Utilizing SPV frameworks for major projects subject to strict legal, financial, environmental, and governance due diligence.
Municipal Infrastructure Alignment: Partnering with municipal IDP processes to secure essential transport, power grid, water supply, telecommunication, and waste management infrastructure.
